The Deputy Manager shall assist the General Manager with his duties and be available to perform those duties in the absence of the General Manager.

I. Primary Duties

·         Ensure compliance with District ordinances and policies and all State and Federal laws.

·         Safe and efficient operations of the District to ensure a sustainable enterprise.

·         Assist with management of the financial affairs of the District to ensure a sustainable enterprise.

·         Assist the General Manager with preparation of the annual budget. 

·         Coordinate budget expenditure approvals.

·         Assist the General Manager with developing and implementation of the capital improvement plan.

·         Prepare complex reports, studies and correspondence for the expansion and improvement of water and wastewater facilities and systems.  Implement appropriate corrective action.

·         Assist the General Manager with development, implementation and update of District ordinances and policies.

·         Assist with development and update of the District’s Emergency Response Plan and, in case of emergency or crisis situation (hurricane, flood, etc.), implement and manage the District emergency response plan.

·         Assist with the annual update of the District’s security self-assessment plan.

2. Supplemental Duties:

·         Assist with development, implementation and updates to standard operating procedures.

·         Assist with equipment solicitation and construction bids in accordance with state and federal procurement guidelines.

·         Attend bid openings.

·         Assist with the evaluation of equipment proposals and construction contracts.

·         Review of plans and specifications proposed for new developments in the District.

·         Monitoring of the meter readings of all customer accounts including customer compliance and audits.

·         Monitoring of reported water production readings and sewer transport meter readings.

·         Coordinate all backflow cross connection and water quality reports.

·         Assist with establishing and maintaining vendor accounts.

·         Be available for “on call” duties when deemed necessary by the General Manager.


1.     Knowledge of all phases of managing water production, storage, treatment, and transmission; and wastewater collection to include expansion of systems, permitting, repair, maintenance, and operations.

2.     Knowledge of state and federal regulatory standards and rules and regulations pertaining to permitting, operating and maintaining water and wastewater facilities.

3.     Proficient in MS Office applications with extensive experience with MS Word, MS Excel, and MS PowerPoint.

4.     Knowledge of management practices and techniques to achieve cost savings and to maximize production and efficiency of personnel and equipment.

5.     Knowledge of systems and facilities repair and construction techniques.

6.     Knowledge of safety practices.

7.     Skill in communicating with others, both orally and in writing.

8.     Skill in short-term and long- range utilities planning.

9.     Ability to work independently and to use good judgment in all situations.

10.  Ability to interact with city employees, elected officials, the news media, and the public.

11.  Ability to motivate employees to optimize safety and efficiency.

12.  Ability to identify equipment and personnel problems and to recommend   corrective action.

13.  Ability to read, understand and comprehend complex engineering drawings, plans and specifications.

14.  Ability to develop written standard operating procedures and guidelines.

15.  Ability to make management decisions quickly, appropriately and effectively.

16.  Ability to use a computer, calculator, copier and facsimile.

17.    Must have a valid driver’s license and satisfactory driving record.

18.    Must be able to attend and successfully complete supervision skills enhancement.

19.    Must be available to respond to the maintenance and operations emergencies at any time.

20.    Must be clean and neat in appearance, and present a positive image to customers.

21.    Must be able to communicate effectively, one-on-one, with customers.

22.    Must be insurable on WJCUD’s auto insurance policy.

23.    Maintain a phone for emergency contact.

24.    Must have ability to be bonded.

25.    Other duties as assigned.


  REPORTS: General Manager


Education and Experience:

Graduation from an accredited university with a Bachelor’s degree in Civil Engineering, Sanitary or Environmental Engineering, or a Business or Public Administration.   A minimum of five (5) years of experience in the design, maintenance, repair and operation of a water/wastewater utility.





ADA Compliance:

Physical Ability: Tasks require the ability to use both hands and all fingers for climbing, walking, bending and crawling. Driving and the operation of a vehicle to provide transportation between job sites is a requirement.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to community both orally and in writing. Good near vision in both eyes and the ability to hear clearly without a hearing aid is necessary at the plants.

Environmental Conditions:   Essential functions are performed inside and alone.

Marginal/Secondary Job Functions:
–          Performs other reasonably related duties as assigned by the Board of Commissioners.

–          The purpose of this position is also to serve as training for the General Manager position as the current General Manger nears retirement.
