The South Lincoln Rural Water System in Beresford, SD is accepting applications for a General Manager. The General Manager provides oversight and direction to professional and support staff as authorized and directed by the governing board. The General Manager has full responsibility for construction, operations, maintenance, administrative, and financial functions. It is the General Manager’s duty to ensure that work is properly carried out and that the Governing Board is apprised of all significant matters affecting the corporation. This self-motivated individual should have a familiarity with standards, rules, regulations and general business practices associated with the water industry, in addition to having a valid driver’s license and passing a background check.

It is the General Manager’s duty to ensure that work is properly carried out and that the Governing Board is apprised of all significant matters affecting the corporation.

Essential Functions and Responsibilities:

1. Direct and supervise day-to-day operations of South Lincoln Rural Water System

  • Ensure the continued uninterrupted supply of water to our members.
  • Communicate and respond appropriately to member concerns.
  • Assure proper and timely responses to service calls.
  • Attend meetings as necessary.
  • Approve all operational and capital expenditures within approved budgets.
  • Sign and execute reports, negotiate and execute contracts, applications, and other legal documents on behalf of the system.
  • Determine and implement methods for improving the operating effectiveness and efficiency of the water system facilities and equipment.

2. Communication, Coordination, and Liaison:

  • Make presentations to the Board and its committees on matters pertaining to the system, especially policy issues.
  • Maintain communications with professional consultants providing engineering, legal, accounting, and other assistance on projects.
  • Advocate to outside groups on behalf of the system.
  • Public relations, community and social involvement within local communities is encouraged.

3. Direct, train, and supervise organization personnel:

  • Oversee and recruit professional and support staff.
  • Conduct and/or provide necessary training for employees of the organization.
  • Evaluate and supervise staff performance.
  • Ensure implementation and practice of safety programs.
  • Conduct supervisor and staff informational meetings on a regular basis.

4. Implement Board policies. Provide complete and timely reports to the board regarding the affairs of the organization.

  • Attend all monthly board meetings.
  • Provide necessary and applicable information in the form of a manager’s report at the monthly board meetings.
  • Review and analyze monthly and annual financial statements. d. Assist in preparation of annual budgets and work plans.

5. Qualifications: A bachelor’s degree in business, economics, engineering, water resource management or a related field is desired. A minimum of five years of management experience in a service or utility industry is preferred. Experience with financial management and budgeting is important as are strong communication and organizational skills.

South Lincoln Rural Water provides a safe and reliable source of water for their rural residence, farms and livestock. South Lincoln is also vested in Agri-Business. We provide POET Bio-refinery, near Chancellor, SD with its water for the production of bio-fuels.  Additionally, South Lincoln has partnered with the City of Beresford and Lewis and Clark to provide water to Dakota Plains Dairy, one of South Dakota’s major milk producers.

South Lincoln Rural Water System, Inc. is a 501(c)3 non-profit corporation, receiving its Article of Incorporation from the State of South Dakota on December 21, 1976.  The organization was funded by Rural Development and State Agencies and led by an eleven person board with a vision and determination to provide a safe and reliable source of water for their rural residence, farms and livestock.  That vision was realized when South Lincoln started delivering water to its members in 1980.

Since its humble beginning, South Lincoln now has over a 1000 miles of pipeline and delivers water to over 1825 members throughout the four counties of Minnehaha, Turner, Lincoln and Union.  In addition to its rural membership, South Lincoln provides bulk water to the residences living in the communities of Alcester, Chancellor, Worthing, and Fairview.

South Lincoln is also vested in Agri-Business. South Lincoln is also one of the twenty original members that make up the Lewis and Clark Regional Water System that will when completed, deliver water to more than 300,000 people living in southeastern South Dakota, southwestern Minnesota and Northwestern Iowa.
