Skookum Contract Services (Skookum) is a national nonprofit organization that focuses on creating opportunities for individuals with disabilities and veterans with disabilities. The Skookum Utility Operations division is responsible for managing utility services base-wide at the Naval Air Station Whidbey Island, the premier naval aviation installation in the Pacific Northwest, located in Oak Harbor, Washington. The City of Oak Harbor, located on Whidbey Island, has a population of 23,000 and can be reached by land or ferry, about a two-hour drive northwest from Seattle. The surrounding area consists of breathtaking scenery and is in the rain shadow of the Olympic Mountains, which results in half the annual rainfall of Seattle. The nearby San Juan Islands, Mt. Baker, and the Cascade and Olympic Mountains offer many recreational activities.

The Skookum Utility Operations division manages utility services at Naval Air Station Whidbey Island, including Ault Field, Outlying Landing Field (OLF) Coupeville, Seaplane Base, and the electrical transmission system located at NRS Jim Creek. This includes the distribution and transmission systems for electricity, natural gas, and steam, as well as the wastewater treatment plant, stormwater systems, and Navy-owned or operated water supply and distribution systems. Skookum provides all necessary labor, management, supervision, tools, materials, and equipment to carry out these services. The 2023 budget for Utility Operations is $5,076,639, while the 2024 budget includes a new contract with a new Stormwater Annex and is $6,963,295.
The Utility Manager is responsible for managing the total work effort associated with the operation, maintenance, sustainment, restoration, and modernization of all utilities. As the subject matter expert, the Utility Manager reviews and approves contractor plans and procedures related to the operation and maintenance of the utility systems. Additionally, the Utility Manager provides review and approval of related scopes of work and cost proposals provided to the government. The Utility Manager is expected to perform no less than 90% of time and effort on utility system functions. The ideal candidate for the position should have proven experience in water, wastewater, stormwater, and steam plant operations.
Education & Experience: A minimum of eight (8) years of relevant experience at a comparable level of responsibility in projects of similar size, scope, and complexity, with at least three (3) years of experience at the manager level. Trade or industry-related certifications, qualifications, or training in key utility technical areas of Water, Wastewater Treatment Plant (WWTP), and/or Steam Operations is preferred. Possession of a valid state driver’s license and the ability to obtain and maintain coverage by Skookum’s insurance. Ability to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position. Must be able to obtain and maintain Common Access Card (CAC) and installation access credentials.
