Position
The Executive Director is the chief executive officer of the Tennessee Association of Utility Districts (TAUD or the Association). He or she is responsible to the Board of Directors (the Board) for the proper management of the operations and activities of the Association to achieve its mission, goals, and objectives as established by the Board. In accordance with the directives and the policies of the Board, the Executive Director plans, organizes, coordinates, controls, and carries out the programs and activities of the Association using its employees, professionals, and vendors.

Duties and Responsibilities
As delegated to the Executive Director by the Board, his or her duties and responsibilities include:
• Recruit, hire, train, and supervise all Association employees
• Administer an effective personnel program for Association employees to include position descriptions, qualifications, performance standards, and performance appraisals, and the assessment of need for new employee positions
• Establish and maintain employee compensation and employee benefits
• Establish the Association’s organization structure for its employees
• Oversee the hiring and performance of professional service providers for the Association, including attorneys, accountants, financial advisors, and retirement benefit specialists
• Establish administrative and operating policies and procedures for the management of the Association
• Develop, cultivate, and supervise an effective program of membership development and membership services
• Develop and conduct an education program to advance the professional, technical, and managerial skills of TAUD members
• Develop and maintain a publications program which is responsive to the needs of the membership which includes electronic and hard copy publications delivered to members and other interested parties and stakeholders
• Organize and supervise the conduct of conferences, classes, meetings, and events for the benefit of TAUD members consistent with the mission, goals, and objectives of the Association
• Develop and maintain effective internal and external public relations
• Serve as spokesperson for TAUD with the Board, National Rural Water Association, the media, and the public
• Establish and maintain an effective legislative advocacy and government affairs program to represent the interests of TAUD members to the Tennessee General Assembly and state government agencies as appropriate
• Foster and advocate for the interests of TAUD members with Congress and federal agencies which includes working in concert on legislative and regulatory issues with National Rural Water Association and other associations and organizations
• Manage and maintain the Association’s finances, including the preparation of an annual budget, the preparation of monthly and annual financial statements, planning for capital expenditures, and long-range forecasts of financial needs
• Manage and oversee the operations of organizations related to or affiliated with TAUD, including Tennessee Utility Assistance, LLC, Tennessee Utility Education Corporation, and Tennessee Utilities PAC
• Ensure the legal integrity of the Association
• Conduct research necessary to the Association and inform the Board, membership, elected officials, and government agency personnel as appropriate
• Plan and coordinate meetings of the Board of Directors and related committees
• Provide periodic reports to the Board of Directors and membership
• Perform other duties as assigned by the Board

Qualifications
• Needs a bachelor’s degree from an accredited college or university
• Must have experience serving as the top executive or high level manager with a trade association, government agency, public utility, or professional firm with public utility clients
• Prefer some experience in managing finances and employees for an organization or for the department of a large organization
• Prefer experience with the water or wastewater industry
• Prefer experience in working closely with a board of directors or board of commissioners
