Planning and Water Resources Manager

The Planning and Water Resources group at ERWSD is responsible for the strategic, long-term planning, management, and development of water and wastewater infrastructure and water resources to serve our community and constituents. We are looking for an experienced leader and inspirer of people, who also is incredibly technically competent, to join our team and serve our community as the Planning and Water Resources Manager.

This role will play a key leadership role overseeing and leading implementation of the Eagle River Water and Sanitation District and Upper Eagle Regional Water Authority’s strategic water supply master plan to meet current and future water supply goals.

The ideal candidate must not only possess knowledge and technical skills relating to water resources engineering, land and infrastructure development, and project management but also be able to successfully lead others, manage many tasks and priorities, and communicate complex issues to a wide variety of community members and stakeholders.

·       LEADERSHIP: This role will support, manage, and develop a competent and high-performing team including the Water Demand Management Coordinator, Water Resources Engineer, GIS staff, Planner, and Design Review Coordinator positions. Develop project and people management skills within the department and with project team members for effective project and program implementation. Responsible for performance management, time management, talent management, and purchasing card approvals for all direct reports.

·       WATER SUPPLY: The Planning and Water Resources Manager will play a key role in overseeing and leading implementation of the Eagle River Water and Sanitation District and Upper Eagle Regional Water Authority’s strategic water supply master plan to meet near-term and long-term water supply objectives including annual reporting of water supply key performance indicators and projections; design, permitting, and construction of water supply projects; development and implementation of water demand management programs and initiatives; participation in local and regional land use, water quality, and water supply planning efforts; and coordination with land use authorities on new developments.

·       COLLABORATE AND COMMUNICATE: Support the Director of Engineering and Water Resources’ participation in local and regional land use, water quality, and water supply planning efforts and initiatives and other projects as assigned. Support the Operations Divisions in efficient management of water resources. Track and report project progress to the Director of Engineering and Water Resources, General Manager, and Boards of Directors. Collaborate with internal and external stakeholders to meet continuing and evolving water resource and planning needs. Benchmarks Water Resources and Planning functions for productivity and decision making. Assists Operations with preparing for and completing annual dam safety inspections conducted by State Engineers Office and follows up on recommended response actions to manage risks in the interest of public safety.

·       STRATEGIC PROJECT MANAGEMENT: Identifies, prioritizes, and manages project schedules and budgets, including annual planning and water resources budgets, for effective use of District funds and allocation of employee time and resources. Manages consultants, contractors, and out-sourced skills procurement processes for efficiency and value.

·       PROGRAM MANAGEMENT: Develops, implements, and manages programs to achieve strategic goals of the District including defining program objectives, developing program elements and performance metrics, identifying and allocating resources, developing implementation plans, and providing program management post implementation.

·       TECHNICAL EXPERTISE: Leads environmental and land use permitting process with local, state, and federal agencies for water supply projects. Manages and/or oversees water resource projects, planning studies, and initiatives including scoping; planning; local, state, and federal permitting; design; scheduling; budgeting; and consultant or contractor procurement and management.

·       TEAM SUPPORT: Supports water resource planning, studies, reporting, modeling, analysis, and forecasting activities. Supports the Water Demand Management Coordinator’s implementation of programs and recommendations supported by the 2018 Water Efficiency Plan. Supports and provides direction for GIS Coordinator and GIS Specialist positions in their support of operations, planning, capital improvement, information technology, and water resources functions.

·       PLANNING: Attend Construction Review meetings as needed to assist with the review of new development and redevelopment projects within District and Authority service area to insure conformance with District standards and water rights dedication policies. Assist with review and updates to Districts Rules and Regulations and construction specifications. Provide quality assurance to the development review process, including review of development plans and hydraulic analyses. Ensure that service to existing customers is not compromised by addition of new development demands to the distribution system and that adequate operating pressure, water quality, and fire flow are available.

·       EVERYTHING ELSE: Follows all District safety and security policies and wear Personal Protective Equipment as required by the job duties. Performs other duties as assigned.


·       A Bachelor of Science in Civil Engineering, Water Resources Engineering, Public Works Administration, or related technical area.  Ten years related experience and/or training; or equivalent combination of education and experience.

·       Experience in leading and coordinating of people in a team-based environment required including performance management, coaching, and development.

·       Professional Engineer license preferred.

·       Experience working for utility, agricultural, or industrial water users with specific water resource experience in Colorado or the Rocky Mountain West is favorable.

·       High level organization and time management skills required, including scheduling skills and the ability to effectively prioritize tasks to meet objectives.

·       Demonstrated experience with problem solving and strategic thinking. Must be able to uncover creative ways to deal with challenges.

·       The ability to synthesize and analyze data related to water use, water supply, and climate trends to develop projections to identify areas of water supply risk and opportunities for improvement, efficiency, and new water supply development.

·       The ability to clearly and effectively present complex information, data, and concepts in both written and verbal format to upper management, public groups, governing boards, and other stakeholders in public settings is essential.

·       Candidate must have the ability to work closely with internal District Departments, and external stakeholders including local, state, and federal government agencies; non-governmental organizations; contractors; engineers and other consultants.

·       Computer proficiency required; experience with the Microsoft Office Suite including Word, PowerPoint, Excel, and Outlook.

·       Must obtain CPR/First Aid Certification within the first six (6) months of employment.

·       Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties.
